The Children's Traffic Club in Scotland
The Children's Traffic Club in Scotland (CTCS) was launched in 1995 in order to help reduce the large number of children injured on Scotland's roads every year.
The Club was developed to help parents teach their young children how to stay safe when they are out walking, playing or travelling. Membership of the Club is free to all three year olds resident in Scotland and take-up rate is currently around 55% (i.e. 27,000 new members per year).
How to Join
Invitations to join the Children's Traffic Club in Scotland are sent out by Health Boards to all children approaching their third birthday or shortly after. On registration, children will receive six CTCS books at three monthly intervals. The Scottish Government provides free membership for all three year olds who live in Scotland.
The Books
Each book contains pictures, stories and activities to help children have fun whilst learning to stay safe. Colourful balloon characters help children remember the main safety messages. There are Notes for Parents for each theme and these provide safety tips, extra information and ideas for both indoor and outdoor activities. There are checklists throughout the books to help parents see how much their child has learned. A sheet of stickers is included with every book which can be used as reward stickers or for children to play with. A membership certificate is sent out with the first pack as well as a plastic folder to keep the six books in.

Additional materials are available through nurseries and playgroups to reinforce the road safety teaching that children receive at home. Some of these can be downloaded by clicking here.
- The Nursery & Playgroup Pack is available free to nurseries in Scotland through their their local Road Safety Unit. It contains a set of CTCS Books, a nursery and playgroup guide packed with ideas for games and activities, a Curricular Links booklet relating to the Curriculum for Excellence framework, a storybook, colouring sheets, wall charts and an audiotape.
- The Gym Cards are a teaching resource which use physical exercise and movement to teach road safety.
